I'm not going to research this, but I heard people talking about this saying there was legislation somewhere metropolitan requiring some sort of noise to protect pedestrians. Also heard instead of a humming noise, you could buy different sounds (kind of like a ringtone), make your Prius sound like a Ferrari, etc.
Another plus for gasoline (or diesel) engines...want it louder?...no problem, straight pipe!
