I haven't been in nc long enough to know about the titleing process, therefore I ask, I have a 93 yj tubed out. What could I do to make it street legal? Just wanna drive a few miles to work and back once and a while on a nice day.

Do you have the title or not? Getting a titled vehicle to pass inspection isn't bad, but getting an untitled vehicle titled is a more complicated process.

Wipers only have to work if you have a windshield. Windshield is not required but eye pro is if windshield is not in place.

The things I'm more worried about are like wheel wells, tires exceeding the length of the body/frame. That kind of thing
That stuff you pretty much don't have to worry about in NC. I have a back halfed truggy with no fenders, mud flaps, etc. No issues running it on the road.

The biggest worries will be lights including the turn signal and high beam indicators, horn, mirrors, wipers if you have a windshield. Exhaust can't have leaks. All emissions that were on the vehicle stock must VISUALLY be there: cat conv, egr, charcoal canister, air cleaner with preheater duct if equipped. Gas cap must be installed with the unleaded gas resrictor (the smaller hole under the cap with the metal flapper the gas nozzle goes into) which can be an issue if using a fuel cell.

This. I have passed with a fuel cell and no charcoal canister on my last rig and don't plan on having any issues tagging my sami buggy that also runs a cell. A mom and pop shop is not going to check everything to a T. My last build I chopped the frame and drove around with nothing but tail lights ziptied to the frame for a bit.

Oh yea, also supposed to have a functional parking brake that will hold the vehicle. Steering and suspension can't have play or slop. Brakes can't make a grinding like metal to metal.

Like gearhead said above though not everyone checks everything everytime. The more stuff you have legal the more likely they'd overlook something like a park brake or a piece of emissions equipment.

As far as a cell goes, if you kept a stock filler neck around you could ziptie it in place with the hose disappearing into the chassis or butting up to the cell. Like I said it has to visually pass, they don't check for functionality on 95 or older. For example an egr valve is supposed to be there if it was stock, but they won't check if a bb is blocking the vacuum hose.
