The reason marijuana is such a gateway drug is because people have to go undeground to get it, same outlets as hardcore drugs.
I think one big reason it won't be legalized is that law enforcement is unsure how to prosecute a DW-HI. With alcohol, its cut and dry...a breathalyzer can show BAC. Since THC stays in the bloodstream for around 30days, its much more difficult to tell. And I'm not saying DW-HI is all bad (many people function just fine with the permastone), it just scares people who don't understand.
