Lost Title....No title...Whats the deal in NC?

I moved from FL to Charlotte, NC over a year ago. Over the past year I have seen more "lost title" or "no title" for sale threads (in NC and not just on this site) than I have in my life. FL has had no emission testing for years and never required a notary seal for vehicle titles. Is that the issue? People not being up to date on a notary or emissions testing?

Just curious, I can't imagine trying to sell a vehicle without a title, let alone purchasing one. I would feel like I am purchasing stolen merchandise. How do you even register and insure a vehicle without a title?
 
you have to get said vehicle bodded and then inspected at the DMV/ If inspector deems it stolen it is immedialty loaded on a roll back. I think they do let you get your stuff out but its not pretty. I had one i bought inspected and the 2 in front of me got taken away. I was scared almost left but figured the car was useless w/ out the title.

Could you not carfax the vin beforehand to find out?
 
yes mine was fine, imspecptr checks secret vinmlocatios and stuff. they bust stolen cars that have been made to lok like other vehicles. I was sure mine was not stolen until i saw the other two disappear and then i started ti get nervous
