isn't ATC radio traffic easily accessible via trackers in real time?

Yes. You can literally look up any tail number and look at flights and voice recordings.

Seriously, all they needed to do was take the lady's money outside, I see no problem with her actions. I have heard of people being refused service walking up to drive throughs as well. Cookout for the win.

A student in Nash County was killed by an oncoming car while trying to board a school bus on Tuesday morning. North Carolina State Highway Patrol said she darted into the road and a pickup truck hit her.

Jayne L. Holland, a detective with the Harnett County Sheriff's Office, is charged with two counts of automated license plate system violations—which are misdemeanor offenses—and one count of accessing government computers for personal reasons, a felony.

This is emblematic of the whole problem with Flock type systems, On the federal level you'd have to have a FISA warrant to even look at this kinda of data, and if someone did, the person would be drug before a congressional committee to answer for it before being sent to a federal prison for 10~25... This kind of data can't be trusted to local yokels without much more stringent controls.
