Military Tires??

Anything around 40" would have been a 20" rim. 16.5 rims were only the 36" bias plys and 37" radials.

This guy in Walstonburg deals on Ebay all the time. He regularly has 37" for 16.5 for pretty reasonable. Lot's of 20" stuff too. qlc0627 | eBay

What's the easiest/cheapest way to do 8 lug 20" ?

I don't know, but I have some aluminum MRAP wheels that are 20". The lug pattern on them is a 10-lug hub piloted style, so many people get adapters to run them on deuces. You could get an adapter made to make them 8-lug as well. The only downside is they might would have too much offset. The 4 wheels I have are brand new, would take $100 each.

There weren't any 8 lug 20s in military use. Shouldn't be too difficult to find some aftermarket ones on Craigslist though. Decent looking ones may be harder to find, however.

Imma gonna need some 40s to fill up these fenders

I found some hemmit/mrap 20" wheels, but does anyone make centers for 20s.

Marsh racing makes 20" steelies but only for Rockwell pattern.

Google led me to some guys taking newer Dodge steel 20s, but nothing definitive.
