Confused. Are you trying to take off the windshield hinges? If so, there is a captured nut inside the tub that probably broke loose. To access it, you have to put a wrench on the nut behind the instrument panel.

yes its the hinges Can I get to it by taking the speaker covers off Or whats the best way to get to the nut
The best way,for me, is to remove the doors and if you can get the speaker covers off, that will allow you access with a ratchet, extension, and socket. Otherwise you'll have to reach under the dash, above the parking brake, and feel around for the nut with one hand while turning the screw with the other, hence the reason for removing the doors.

.there is bondo that holds the nut still during installation and breaks free.i drilled mine out and knocked the bondo clear w/chisel.then put new hardware in.i replaced my yj hinges w/cj hinges so i can run cj mirrors.
