So I just got a YJ, I was going to go play around and get a feeling for riding off the road. I then realized I had no idea to go about switching from 2wd to 4wd, there is a vacuum I have to flip by the passenger tire maybe? and then I was messing with the 4wd shifter and realized it didn't feel right. After a short inspection I noticed the bolt holding the shifter to the tranny was missing, is this a part I can get at any parts store? and What is the action involved with the vacuum in the front? I'm sorry, I'm new :)

to engage 4wd, all you are supposed to do in a YJ is move the shifter for the transfer case (not the tranny). Thats it. There are a handful of vaccuum lines between engine, t-case, and front axle that compete the 4wd engagement on the front axle. If those lines are disconnected or damaged, you won't get 4wd. I'm not sure if the vacuum lines come into play for low-range, except of course the front axle.
Maybe you should post a pic of the missing bolt. Also take a look at the vaccuum lines, or lack of. One the front axle they go to a solenoid in the middle of the long axleshaft, that's on the passenger side.

Thanks for the reply, I will take a picture of the items in question when I get back home, later that night when I first posted my wife went into labor, so I won't be home til Thursday.

Yes, everything went great, gave birth to a very handsome baby boy, we named him Bentley. I will be heading home soon, and I will get some pictures of this bolt I'm missing.

After hours of researching I've found that this is a pivot bolt and bushings, now for the really fun part of finding these somewhere. Hopefully tarheel 4x4 has :)
