That's so wrong in so many ways and could be so vague it's hard to find a place to even start... Creates more questions than answers.

How would they regulate races on private property being (guessing) 80% or more of all races involving modifications to street cars.
The evolution of racing components go on to aid so much more such as new car development , Nascar all the way up to NASA.
How would that even help the environment anyways since racing will go on anyways?
Is demolition derby considered racing?
What if it still meets DOT standards? I've seen vehicles on the road that could double as track race cars.
 
Obama will probably executive order this in on his way out.

And hopefully, Ted or Donald would nullify all of the executive orders that Obama ever created. Providing one of those two win..
 
The worst part is that this kind of regulation just gets rolled out. Doesn't get voted on or anything. So there's basically no way to stop it outside of lobbying the right person directly.

THIS. Totally unamerica and a great example of what's wrong with the glut of regulatory agencies in the federal goverment today.

Once again, a faceless piece of shit regulation that can't be traced back to the person that rightfully needs to be curb-stomped.

Whatever happened with the Gold King mine spill? Shouldn't they be worried about something that is negatively impacting hundreds of thousands (if not millions) of people, instead of going after an innovation-driving and profitable industry?

Same way they do now. Close it down because of runoff. If silt can runoff or mud can get on the road, then certainly a cloud of floating smoke is polluting places other than the private property.
 
The EPA (And CARB) Have basically worked themselves out of a job, But no government agency can sit back and say Mission Accomplished, because they'd have to pack up and go home. So, they continually redefine the mission, and go after things that don't accomplish enough of a result to be worth the effort and tax dollars spent. It's time to pare this agency down to just enforcement, and send the folk in it off to accomplish another mission. we need to do the same thing with the NHTSA too, Cars are safe enough, they don't need to do my braking for me, and they certainly don't all need backup cameras...

I know folks sign these things so they can feel like they've done something,but you might as well sign it Donald Duck cause the only way things like this get stopped is if the right person/persons have more to lose than to gain.What John Q Public wants don't mean $hit unless your on their side.

It's always been illegal to modify emissions equipment. Most are just never caught. This new rule is not enforcable. Trailered cars that race on private tracks will still continue to happen. Off road trucks too, as long as they aren't on the road. If the EPA was really concerned, they would mandate all states have the same emission inspection requirements. I've never understood how each state had different rules, like cars can't pass state lines.

Yes it has, but what's going on here is the EPA is going to go after manufactures of equipment that allows people to break those laws, They want to take alll that stuff that has "For off road use only" disclaimers off the shelf.
 
To a point somewhat, yes.

But you'll still be able to run no mufflers/cats/any under hood emissions equipment/build your own headers/turbo setup, etc. and go racing and offroading.

Manufactures will find a work around. If there is a dollar to be made, someone will find a way. The American way still works.
