They do look simular, but what about the adjustable "clips" that face differnt directions? whats that for?

No way the ends of the tool in question will fit in a piston ring gap, unless its a big engine.

EDIT: on second look, they might would, its hard to tell if the ends would get close enough together.
 
With the handles touching each other how large is the front opening? Is there a place for a spring on the handles some where?

I am thinking by the looks of them there for a tractor motor that has a large piston, Just can't find a link on it yet.
 
I think it is a spark igniter for a Arc Welder, but the flint is missing! Or it could be a bearing installer for a muffler( import probally).

The muffler bearings on imports are way to small for this tool. I think they are muffler bearing indexing pliers for the elusive v8 cummins.
 
Ill find out thatinfo tomarrow, but a rough guess is maybe 6 inchs on the outside, and they close all the way to the inner screw....that looks reversable
 
cummins did build a v8,it was a 903 and put in international tractor trailors.we use to call them 90nothings because they were big motors but no power.
I remember them well! They were also put into road trucks also, sounded like a built big block, but no power.
