NC inspection if I mess with TJ fenders

Does anyone have trouble (or not) passing NC state inspection with a TJ wrangler modified with 33's and FLAT FENDERS? Just wondering how strict NC is and whether there are any rules to watch out for if I do this modification. Thanks!

I've got not problems passing inspection with flat fenders and wide 36s.

pretty sure tire coverage is not required by NC DOT regulations for passenger vehicles

Its more in the if its 'intended' for off road purposes (4wd) most requirements are out the window. But i guess i cant fail a impala with those 14" wire wheels sticking out either. Either way i haven't had my flares on in years and i still pass, i can't inspect my own vehicle at work :/ company policy.
