NC inspection rules pre 1995

Just picked up a 1993 Ford Ranger that's been beat up and abused. It has some issues that I'll need to address before I can get it inspected, and others I'm hoping that can wait till after the inspection (and maybe even not bother with).

A. It's currently missing a muffler (sawzalled off behind cat). My plan is to bolt on a Cherry Bomb or Thrush Turbo with a turn down in front of the rear axle. Not sure on the legality of the turn down. Also not sure on whether I HAVE to have a muffler. The only verbiage I can find just says it can have no leaks.

B. It's missing a rear view mirror and mounting bracket. I have a rear view mirror out of a minivan, just no bracket. I was under the impression that because it's a pickup truck, it is only required to have outside mirrors, which it does.

C. The driver's side front turn signal was missing and the bulb was crushed. I replaced the bulb and the turn signal works, but the parking light does not come on like the passenger side does. I replaced the bulb with the exact bulb that came out of the socket (3157). Do parking lights have to be on all 4 corners?

That's all I've found so far, but I'm sure there will be more.
 
Yes, it needs to have a muffler because it originally came with one.

Not sure I'd bother with the other two if I didn't have to.
 
The socket is probably at fault. You can one of the bulb terminals over to the opposite side of it's the ground side. Check it with a test light.

Must have muffler. Two rear view mirror required, can be both outside mirrors . Horn and parking brake supposed to work. Depends where you take it as to what slides.

Yes, you have to have a muffler.
Yes, all the lights have to work.
You need all mirrors it came with unless it's regularly loaded with something that blocks the inside mirror. In that case you have to have both outside mirrors.
Yes, you're supposed to have the catalytic converter, even for a safety inspection. Whether anyone checks is another story. Technically, you're supposed to have everything emissions-wise it came from the factory with.

19A NCAC 03D .0541 EXHAUST EMISSION CONTROLS (a) An exhaust emission shall not be approved if the vehicle is a 1968 year model or newer and any of the visible emission control devices placed thereon by the manufacturer are missing, disconnected, made inoperative or have been altered without approval of the Department of Environment, Health, and Natural Resources. (b) If the unleaded gas restrictor on a vehicle manufactured after model year 1967 has been altered or removed a new or reconditioned catalytic converter and unleaded gas restrictor must be replaced before the vehicle passes inspection. (c) An exhaust system shall not be approved if: (1) The vehicle has no muffler. (2) The muffler, exhaust or tail pipes have leaking joints. (3) The exhaust or tail pipes have holes, leaking seams or leaking patches on muffler. (4) The tail pipe end is pinched. (5) The exhaust system is equipped with muffler cut-out or muffler by-pass. EMISSIONS CONTROL DEVICE Pursuant to G.S. 20-183.8A(2), a civil penalty shall be assessed against individuals who instruct or allow a person to remove, disconnect, tamper with, or render inoperable any emissions control device equipped by the manufacturer of any motor vehicle as described in G.S. 20-183.3. These devices include: (1) Catalytic converter, (2) Unleaded gas restrictor, (3) Air pump system, (4) EGR valve, (5) PCV valve, (6) Thermostatic air cleaner, (7) Evaporative emission system, (8) Oxygen sensor. He did say it was but after the converter.

When did they change the rear mirror rule? When I took the class an half a decade ago, it was just two mirrors, didn't matter which two, some cars ship without a passenger mirror, don't forget.
 
Anyone know the requirements on a turndown? It will probably be about in the middle of the truck bed.

Nothing about a tail pipe, just has to have a muffler and converter, and the exhaust cannot be run through the passenger compartment. Not sure who would do that, but apparently someone must have at some point.
