Interesting...I am guessing this is in response to the success WV has seen in their ORV park system!!

A BILL TO BE ENTITLED
AN ACT TO REQUIRE ALL-TERRAIN VEHICLES AND MOTORCYCLES THAT ARE USED AS OFF-ROAD VEHICLES TO BE REGISTERED WITH THE DIVISION OF MOTOR VEHICLES, TO CREATE A NONREVERTING REVENUE FUND IN THE DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES DESIGNATED AS THE OFF-ROAD VEHICLE TRUST FUND TO BE USED TO PROVIDE ALL-TERRAIN VEHICLE SAFETY TRAINING, ACQUIRE NEW LANDS, MANAGE LANDS, AND DEVELOP OFF-ROAD VEHICLE PARKS, TRAILS, AND FACILITIES, AND TO CREATE A NEW OFF-ROAD RECREATION PROGRAM.

I may eventually snip/move this thread over to the land issues area for long term storage but wanted to get some general thoughts on it now.

The things I would suggest early / would want to make sure of:

"Jeeps" be included in the new trail system...

Copy the WV trail system where land is still owned privately but land owners are covered by statewide liability policy, etc. (Much less cost if not purchasing land)

Make sure we are out front on the enviro folks on this / making sure the park is managed well, less "impact" etc.

...for someone with entrepreneur background..would be a good time to consider starting a "management" company to bid on the management of this park / building trails / collecting fees etc. (IOW if you can sell them on the idea of your mgmt co running this with some oversight from state / that beats waiting on the state...could be a good living for you too!)

OR...CTB / SFWDA / etc... and various ATV clubs might consider launching this mgmt company / establishing relationships with the dept at the state that would handle this, etc.

Just a few thoughts..some folks will hate the idea of a registration sticker for their offroad toys but if it gets us access / new land/trails / backing from the state..that is worth it to me?
 
I don't think its worth it. NC taxes have gone through the roof in recent years and this is just one more. I don't trust the state to do with this money what the bill intends.
 
yeah, they said the ATVs will get tags and registration cards (to make them harder to steal) what does that do to being able to drive on streets? are they going to have off road only liscense plates?
 
I would be all for this in lieu of having my wheeler inspected every year (and licensed if it would still allow the vehicle on the road.)

This came up several months ago. Don't remember the sponsoring body but we were asked to contact our reps and ask that they include full sized vehicles such as Jeeps in the bill. The concern was that the two parks mandated in the bill would only be accessible to ATVs and dirt motorcycles, which aren't required to be registered in the state as of now, and that the "street" registered vehicles such as Jeeps, Toyota trucks, Samis, FJs, etc would be left out of this new off road recreation initiative. I contacted both my reps and they said they would keep an eye on it. As I read the first edition of the bill, only ATVs (all terrain vehicles) and motorcycles are mentioned. If we want to be included we should all contact our reps. Maybe already "street" registered vehicles would be included but no by the letter of the law. Also the tag issued would be different than "street" registered vehicles. Would we be able to drive these on the street to the trail such as from Crawford's to Tellico or from The Outpost to URE? Lots of questions but we need to ask them and move on this one way or the other ASAP.
 
Further research shows that this bill has been re-written and sponsored/co-sponsored by new Senators for the 2009 year. This is Senate Bill 45*, North Carolina Off Highway Vehicle Trust Fund. Without knowing exactly whether you would have to have a "street" AND "off road" registration to leagally access the NC Off Road Reacreation Program Trails it's hard to make a call on this but I would hate to have our sport left out, so..............The bill has been filed and has been sent to the Senate Commerce Committee. If they approve it it will be passed along the chain. At this point, what I think we need to do is:

email EVERY member of the Commerce Committee voicing your support for this bill. Tell them you would like for them to pass it with a modification to what constitutes an "off-highway vehicle". Your email should contain the following wording according to Carla Boucher, legal counsel for United Four Wheel Drive Assn and Southern Four Wheel Drive Assn, "Off-highway vehicle" or "OHV" means any off-road motorcycles, three or four-wheel all-terrain vehicles, four wheel drive motor vehicles intended by the user or owner to be used in recreational pursuits, or dune buggies. "

If we want this to pass and want full size off highway vehicles to be included in it we MUST act. Here is a list of the Commerce Committee members and email addresses. email EVERY one! If we snooze, we lose!
