Seeing Red Again

First off, I do not want to create another "bash a bad seller" post. Please only reply if you have advice on what legal rights I have and what I can legally do to get my money back.
I ordered some axle shafts in May of this year. Some time later I found out they were back ordered and that they would be built soon. Here is a timeline of events, all conducted through e-mail that I have copies of:
On October 6th I checked again to get the status of the parts via e-mail and got a reply that their internet was down and they can check on them. (How does that make sense?)
On October 9th I checked again on the status and got a reply back that they would be finished that week.
On October 21st I checked again on the status. I got a reply that they would check, but never heard back.
On November 7th I informed them that the delay time is unacceptable and that I want a full refund. I got a reply back that they apologize and wanted to know if a substitution would suffice. I thanked them for the reply but informed them that I just want my money back ASAP and I would go a different route.
On November 25th, after no refund or parts or even a reply to my previous e-mail I send Shafers another e-mail asking them to advise a date that I can expect to see a refund posted to my account.
Today, December 8th, I still don't have a refund, parts, or even a reply so I e-mailed them that they have till Tuesday December 11th to post a refund to my account or I would contact my credit card to report fraud.
What can I do to get my money back? What legal recourse do I have? Who can I contact beyond the fraud department of my credit card? The BBB?
Please help. This has been dragging on for 7 months now.
