Need help, wipers don't stop!!!

I bought a jeep to play with and the fuse was pulled from the wipers. I now know why, when you put the fuse in the wipers start, doesn't matter weather the switch is on or not. It does change from high to low, but no difference on intermittent or off, they just keep going on low speed. I can pull the fuse to stop them, but I would like to get it right. 1997 TJ 4.0 5 spd
 
any idea what is involved with changing it and how much cost? I'm on a tight budget, so if it is something simple I can do myself cheaply then I will, if not, I'll just have to keep pulling fuses.
 
For a cheapie "fix", I'd get a rocker switch and put it in line with the fuse. Mount the rocker switch on the dash somewhere and then just switch them on when you need them, off when you don't. Cheaper and easier than tearing apart your turn signal stalk to change out the wiper switch. Probably have less than $5 into the whole thing.
