Need Help With Headlights

My 2008 tacoma had the drivers side fender and headlight replaced before I bought it. The headlight beam seems to point down. The passengers headlight seems to point up. I used the adjustment screws and one doesn't raise up high enough and the other doesn't lower down enough. I noticed the lights look different when looking at them with the lights on. The half circle of light is on the bottom of one housing and the other is at the top of the housing. Hopefully the very basic/crude pic below shows what I am trying to explain. HOW do I fix these lights so they are both level? Thoughts.

Reflected/ diffuser upside down?

Is the bulb half shaded? If so rotate it 180?
 
Make sure the bulbs are seated flush in the housing too, I've seen people get a bulb in cockeyed and it throws the beam pattern all out of whack.

I have a set of aftermarket headlights on my '08 Tacoma, they work well, but I did notice that the bulbs DO NOT fit well in the housing, and you have to pay attention to how they seat.

I can see where it would be easy to get one out of position if not aware or care not taken with bulb install.

The cheaper cost comes with risk of low quality or poor design.
