Need some frame welding..

Not sure if this is the right section, but I've got a fairly clean 81 yota 4wd and I need someone to weld up a 1 foot section of the passenger side inside frame rail. The bad section is the straight section under the door. I'm not sure if the rust area would need to be cut out and replaced, or just weld over it. I'm free most afternoons and I'm in Raleigh.
