Need some tire advice

I have a 2003 jeep TJ, 4cyl 2.4L motor. No lift, totally stock. I am running 30x9.5x15 tires, and need to replace. I was wondering if I go to a 31x10.5x15 if I'll notice any difference. It's not much of a power plant on highways. Sort of lugs down already with the 30's in 5th gear on the freeway. Will a 31 be a big mistake and lug it down noticeably more in high gear? I also am wondering if I should expect any clearance problems with such a small upgrade in size with a stock suspension. Thanks for thoughts on this.
 
It will be a 3% difference in RPM's, and while it will be some difference, it won't be huge. It will be downshifting a little sooner, and won't accelerate quite as well, but all of that is outweighed by looking cooler and having bigger tires.
 
31's MAY rub on the front lower control arms, but not so much that you can't adjust the steering stops out a little to compensate
