I a 302 stroked to a 331. and has 10.1 comp. new battery, old starter. its very slow on starting.. even rolled back timeing still no faster turning.. could be just a simple thing off bad conection.. have not pulled plugs yet..

elevated compression will make the motor harder to turn over obviously.
An older or weak starter may not get the job done.
If comp is too high you will have to go to a high torque starter

Try running a jumper cable directly from the negative battery terminal to the starter flange to check for a poor ground. Is block grounded to chassis (as did you forget to put it on when reinstalling the motor? Likewise, battery should be tested. If still slow, check hot (+12v) cable to solenoid. There is a bad connection in the starter circuit and/or the starter needs brushes or replaced.
