There may have been a reason the seat was empty. The dude might have shit himself. I made a guy ride in the bed of a truck for that very reason.

Saw this guy today on Tramway Road in Sanford.
Going maybe 3 mph (walking speed), and a barrier truck was following this truck. Guy was leaning out of the box, spraypainting reference marks of some sort on the roadway.

Look in the rearview, he must be at a traffic light... Does the guy have a seatbelt strapped on em cause it looks like it! If so then no worries, hes safe
