There is a permit office on Ocracoke. Open 9-4 or something like that year round.

Was in frisco in Aug I seen a guy get around the beach fire thing with a bag of charcoal

Frisco is fine, that's in the park. Keep in mind, the place is big and under a lot of different government and counties. Its not one place.
