Okay, What is it????

Obviously it's a mini metal lathe but it has to have a specific use. I can see where a label used to be on the base. It's a GE 1/4 hp motor. The motor can be moved left to right on a shaft. It came out of an old mechanic shop and the guy specialized in VW's

It's an old armature lathe, for rebuilding starters and such. Just like @jeepinmatt used to work with at his old semens job.
