Out board motor help

Now I think I can fix just about any thing but my 15hp johnson is kicking my arse the carb was rebuilt 3 years ago and it ran fine untill one day out on the lake the RPMS would ramp up and down. so it sat for a year untill now. so I took the carb apart and soaked it in carb cleaner and blew out all of the passages. everthing looks good, but I can get it to start with the choke pulled out but it will never run with tchoke put back in. I am thinking that there might be some extra air getting in but where????

I have had just about enough fun with this issue and I need to get it fixed. are there any outboard motor guys out there that could lend me a hand in fixing this. or just fix it!!!!
I need to buy the throtle lingage that I broke but that is all i need to get .

I could just go get a new carb but I am not real sure that this is the issue.

HELP please !!!!!!
 
how old a motor is it?

coil pack ignition?
 
You might check and make sure it isn't pulling air around where the adjustment needles thread in I have seen that before.
 
good gasket on the carb? have you checked the fuel pump? I'm no outboard mechanic, just throwing a few ideas out...... I've spent a good bit of time working on my own though.
 
I know outboards fairly well.. Including your motor... Check teh reed valves behind the carb, they could be blocked with trash. IIRC there are a few little recirc lines in the side of the block.. starboard side i think.. check and make sure those are ok and intact...

next is the fuel pump... which now that i think about it is the more likely issue...

The fuel pump comes apart with 2 flat head screws i believe, and then at the inlet of the pump, the plastic housing has a single flat head screw on it, back that screw off, and check the filter screen behind that. thats the point you dissemble the pump. check the rubber diaphram, if it looks stretched purchase a REBUILD KIT, not just the diaphram.. they are fairly cheap for that pump, and anyone can do it..

I know that it is not a fuel pump because I can pump fuel by hand to the carb and it makes no differnce I wil check the other things
