Out of state college study NC car inspection/tags

My son moved to California last August with fresh tags on his car and now the renewal is due. He's a graduate student and will be out there for awhile but we'd both like to keep his title/tags and insurance under our home address in NC. I read the NC DMV site says to submit a recent (within last 4 months) repair or mx invoice through a portal they have and this will exempt from the inspection so he can renew his tags online. My question is has anyone done this recently or know anything about how long this takes and what kind of morass this might be? He got new tires awhile back and if within 4 months I think that might suffice as a proof of the car being out there which I suspect is what they are trying to confirm with this process to ensure everyone isn't just trying to avoid the regular inspections. Any input with real world knowledge here is appreciated.

I think retitling to Cali is to be avoided, looks like 7.25% sales tax right off the top amongst other fees. Nope nope and nope.

That’s a loophole for the CEL not for an inspection altogether.

Well, that's kind of why I am asking. The link below clearly states out of state exemption so that's the piece I am wondering if anyone has experience with. Maybe I am not reading it clearly which I always seem to struggle with for DMV information.

The service invoice must also include vehicle information with plate or vin and vehicle year, make, model along with a recent date of service or an out of state inspection (showing vehicle information mentioned previously).
Documents sent must be dated within the past four months when received.

What year is the vehicle?
 
I thought and I may be wrong but when my father in law was flying out of Philly he kept his Durango up there and just showing he had a 2nd residence there got by for like 3 years at a time but still had to drive it back then and get it inspected before taking it back up.
 
You need to talk to someone familiar with the military. NC allows military to be out of state and keep NC plates in other states if they are residents of NC. On the other side when I was in I kept my Michigan license and plates everywhere I went because it just made life easier. Cheap renewals and exempt from inspections regardless of state requirements where I was living. May be a thing for you (except the military part??) or, ask @Noel for “alternative methods”

This is obvious but you definitely don't want to retitle it CA. then your insurance will have to change to a CA policy, you'll have to get annual smog, higher registration fees etc.
