Out of State Vehicle Sales Tax

I bought a truck from a dealer in Georgia about a month ago. They charged me sales tax and a $189 tag/title fee. I expected to receive an NC title in the mail since I had already paid taxes and a tag/title fee, but now, 5 weeks later, I get the previous owner's Alabama title in the mail, along with a Georgia "Motor Vehicle Dealer Title Reassignment Supplement" that has their info filled out, and my name/address, but nothing signed/notarized/etc. I am of the fullest confidence that they did not send anything off to NC DMV, and if I go to register it, I will have to pay taxes and deal with the typical DMV crap. What is the logical resolution here?
1. They refund the taxes and tag/title fee?
2. I mail it back to them and they take care of sending it to NC DMV?

I know option 1 is unlikely, as dealers generally never refund anything, and will claim that they are required by law to collect taxes. I know option 2 is even less realistic because it will get "lost in the mail" or whatever, and probably never get done. I did put a $500 CC deposit on the truck, so I can at least dispute that if it comes down to it, but I'd rather not go that route.
 
The dealer we bought the bronco from in WV, gave us all the paperwork to go to the DMV here, but they included a check for the tax made out to NC DMV that we had to take with us.
 
When I bought my truck from Florida there was a form the NCDMV had me fill out giving the info on the tax collected at the dealer. IIRC I filled out and signed part of it and the dealer filled out and signed another. I took that and the title to the DMV they did behind the scenes government voodoo to get their money from Florida.

Stationed in Louisiana with a Michigan license. Bought a truck in Texas and told the dealer to do the paperwork to have it registered in Michigan. They didn’t. I called ten back and gave them the business. They fixed it. Anywho, it’s in the dealership to do the paperwork how you want it done as long as you have the supporting documents to make it legit.
 
I bought my Gladiator from a VA dealer. I paid NC registration fees, title fees for NC, NC paperwork and VA transfer and temp tag. After 30 days, they sent me another VA temp tag and a week later all my NC stuff showed up at the house. Still had to pay NC tax because the dealer did not collect that.

Turned out that the dealer collected too much and sent me a check back for the overage.
