For in state, but I've heard differing things about if you tow out of state. My trailer weights about 1,800lb. I chose to tag it mainly to prevent any hassles when I do tow out of state.
 
I just moved back to NC, from TN... Never removed my NC permanent tag during my sabbatical. Do I even bother going back to DMV to pay the tax if i use it 2-3x year?

Heck no. It's a "permanent" tag, right?
 
I have to argue with guilford county tax department every few years over vehicle taxes. Not just trailers. Taxes=robbery! Especially vehicle taxes. License renewal, registration, gas tax, tire tax, property tax, inspection, battery disposal fee, tire disposal fee and income tax both state and federal. And they say they are broke. I think if we had less useless asshats sitting in offices collecting taxes we need less taxes.
