I know PayPal provides a cool service, and someone has to pay for it..I'd just rather it not be me
They've been changing the rules and updating their website so it is harder and harder to perform a free money transfer. First of all, you need to use funds from your existing paypal balance or a direct transfer from your bank account. If you use a Credit Card or if you use a Debit Card...the seller (reciever of funds) will pay a small fee...right now its thirty cents plus 2.9% of the transaction.
The second part is new (looks like June 3 2009). When sending money, the default screen is for Purchases. This is where the fee will apply no matter what. The updated user agreement says all purchases are subject to the fee. To avoid the fee, click the Personal tab, right next to the Purchases tab. Then you will get a choice of personal transactions such as Gift, Payment Owed...they will work with no fee, as long as the sender does not use credit/debit card.
