People can't send me messages

Several people have tried to send me a message and can't, I can send them messages and then they can respond but they can't start a conversation with me

I wasn't getting alerts om anything "Watched", or "PM" alerts on my e-mail. I found the "Alert" page, & hope I fixed it. Got everything turned "ON".
