post refractory period

Did we shorten the min time between posts recently?
Ive got an error to wait 30 seconds twice today and never seen it before.

I haven't changed it recently, but the new software works differently from the old... so it probably wasn't set up the same way.

I just changed it so that people with diamonds don't have a restriction. Everybody else has to wait 30s... because of the spams.
