Problems with my propane turbo Toyota 1984

I got a 1984 Toyota pick up extcab that runs off propane alone with a turbo set up. Basically got the truck with a blown engine. Got it rebuilt. Got everything working and runs no leaks. But she very sluggish doesn’t like to go up hills she wants to kill the engine. Low power seems to be starving her self for fuel. Has this problem occurred? With anyone on here or know what could be going on.

Your setup looks pretty similar to what I’m running. Does the turbo spin freely? Is it building boost? Could also be a tear in the mixer diaphragm
 
Does is start easy? If so then probably not a mixer diaphragm issue. As hurt4x4 asked, is it making any boost? Sidestep the clutch on the chip make it come alive? Also check to see where the wfo butterfly is set on the mixer. If its closed pretty far then turn it wide open.
