I have a 48" tank that is about 3/4 full and hasn't been opened for about 10 yrs. since we chucked the gas logs . About a month or so I smelled something on the deck that I thought was the septic vent on the roof. Weeks later I walked by the tank and smelled it good. It was leaking and I tightened up the the valve and it took a lot of force to close it. Can I bleed the gas into some empty 20 lb. tanks I have or I can sell the gas tank to someone or the local pane peeps that filled my tank ?

No on the filling 20lb cylinders. Top valve only pulls off vapor. If you jury rig a hose to a 20# cylinder, all you'll do is equalize the pressure. You won't transfer any liquid.

I don't remember what the dot rules are for how much lpg you can legally transport. Is it a 100# cylinder or a vertical 250?
