A guy I know in TN is a first class fabricator. A customer brought him this bumper to fix. Complete with spot welds.

Only thing I can think/hope for is this came in pieces for the customer to weld themselves. Then somehow thought some of the "trim" pieces didn't need more than a tack weld????
 
Was it ever meant to be actually used (instead of just a "cosmetic" bumper), and could it have been a reject or prototype or something like that?

Not taking up for them I've never owned there stuff a buddy of mine used to pick up some of there stuff that didn't make it passed cc I'm assuming
he'd buy is from the scrap yard unfinished they did't cut them up or anything there's a good possibility is some of that he'd flip it pretty fast a few years back
