Question for those who have done the NC "indemnity bond" process for a title

I'm curious if anyone has suggestions for the appraisal aspect of this? I'm not sure how to go about getting an appraisal on something like my flat fender. Does anyone know of a dealer that will do it based on photos? It is not something that can be looked up in NADA or KBB, nor is it valuable to a 'collector' because there is very few original pieces left.

Also, the DMV inspector wants to issue me an NC VIN # and have me apply for a rebuilt/replica title. Should I be concerned about that? He claimed that I should not have to get any sort of inspection with that, which could create an even bigger hassle.

My state government at work for me, I feel so privileged!
 
On the replica title, I guess it really depends on what you are wanting the title for? If its just so you can insure and tag it, then I see no issue. I could see it hurting value if you were restoring a vehicle to sell, where an original VIN and title might make a difference.
 
I just want to get a tag so I can drive the thing on the road (particular Forest Service roads) without getting a ticket! This thing never had a title from the beginning, as it was never sold retail to the public. It was delivered to the US Army in June of 1942 :). Of course, there is very little of it left from the original Ford GPW, just the cowl, dash, and a few cool F-script bolts and brackets.
 
So no suggestions for licensed dealers who can do an appraisal on something like this?
