Questions for 1999 F250

My friend has a 1999 F250 Super Duty and he had a couple of questions. He is thinking about putting a 1 inch throttle body spacer and is wondering if it is worth it. He has custom made headers with 3 inch dual exhaust and 3 inch bullet or class packs and is wondering if it is worth getting a programer tunner for it. it seems to have a KNN cold air intake. He wants to change his tires to Pit-Bull Rockers and is wondering if anyone has some info on the tires. All help will be appreciated.
