but I don't see a blue wire, dosn't 3 phase typically has 5 wires... basically 2 extra for the extra phase?

Never seen that. Not saying it doesn't exist, but even in a Wye configuration, you'll typically see 3 hot and a neutral and the ground is through the box.

So there is no actual ground wire that ties to the box?
Or are we assuming there is a 5th bare wire here that is not seen.

No. I've never seen any power cable that had 5 conductors. Albeit, I've never dealt much with wye, it may, but it's so infrequent you come across that, I wouldn't even consider it a possibility. Every 3 phase piece of equipment I've ever wired, plugged in, repaired, or whatever had 3 hots and a ground or neutral, but used a 4-conductor cord. There is often a lug available for grounding either to a rod in the ground or to conduit, though.

three phase black red blue if 120/ 208 brown orange yellow if 277/480 what is it hooked to someone could off just went to lowes and got s/o cord

It is a dual voltage welder that will run on 3 phase or single phase. Going to pass on it. Not really what Im looking for Miller XMT 300 CC/CV

That piece of cord is designed for single phase use.
Red Black White Green
A-B-Grounded Conductor-Grounding Conductor

If it was designed for 3 phase use it would hae a different color scheme.

The problem is no one tells the cord what it is designed for and it doesnt have arms to stop idiots so it will conduct whatever it is wired to.

Need to see the other end to answer what the machine is set-up for.
