RadioShack PRO-51 Hyper Scan?

A co-worker has one (rec'd as gift), but knows NOTHING about scanners or radios. Supposedly has the ability to snoop on cell/wireless transmissions.

His questions are:

1) Is this worth a flip (or POS)?
2) What's it worth in like new condition?

as for spying on phone conversations... it's illegal and to be totally honest not worth the trouble... nobody talks about anything worth a damn these days anyway, lol
