So here's what i have -
A bracketless XJ D44
Ballistic Fabrication stock mounts for a TJ

Here's what i'm not ready for -
Outboarded shocks

Here's my idea -
Raise the lower shock bracket parallel to the ground
Keep current shocks
Bumpstop as needed to prevent shocks from over compressing

Here's my question -
Will that allow me to gain some extra down travel?

No. It'll limit droop too because of binding between the shock that's bottomed out and the track bar.
