I bought a tire carrier for my XJ which held a 32 with no issues. I upped my tire size to 35 and its too heavy for the carrier. Does anyone have pictures or ideas on the best way to re-enforce?

Unless you attach it to the hatch somehow also, it is going to start destroying the unibody where it is mounted. Tire carriers with big tires are really hard on everything.

What can't support the weight? The actual bumper at the pivot point or the frame that swings out? It's a pain in the butt to make a plate bumper strong enough to support the weight of a big tire when it's swung open.

The bumper cannot support the weight. If i hit a bump the swing, that holds the tire, with that side of bumper flexs which ends end hitting the tailgate.
I thought about adding a U bracket with a pin that attaches to the tailgate but was worried that the force would tear the tailgate apart.

I think it's time to decide how badly you really need to carry around a spare tire all the time.
e.g. maybe just get a removable mount for the bed area and put it in when you're 'wheeling. Carry a compressor and patch kit the rest of the time.

Or, is it worth a lot of effort/$$ to keep it there?

Effort or money isnt the issue. I wanted to see if anyone had ideas on re-inforcing or had experience not tell me where else to put the tire. I cannot put tire in cargo area as I have all my other emergency stuff such as compressor, patch kit, tools, hi lift, etc...
With all do respect I do not tell other what to do or how to spend there money nor time, so why should others...

A stout bumper is only as strong as its mounts. Bolting 1/4" plate to sheet metal is useless if not properly designed. Close ups of how the bumper is mounted will be very helpful.
