on my cherokee the rear leaf packs are rusted to hell, all the anti-friction pads are worn out and the bushings are completely shot, but they dont seem to be sagging and there is no cracked leafs. Would it be cheaper to replace them or get them completely rebuilt? i believe they are 4.5in lift springs.

less work yields more cash. more work yields less cash. If it were me I would rebuild but now is a great reason to upgrade a better quality pack it desired ;)

ive never got a leaf pack rebuilt so i really dont know how much it cost honestly or if there is even a shop near by to do it.

just buy new ones and sell the ones that can be reapired. someone will want them to put on a beater
