Rebuilt c4 - no Low Gesr

I rebuilt the c4 out of my early bronco (first Aug trans I ever rebuilt). New seals, thrust washers, etc. using the Bad Show videos, went together very smoothly.

Installed and I found there’s no low gear either in D or 1. Trans starts in 2 and shifts into 3 seemingly fine; no issue with R.

Governor - both valves are loose and free. Retorqued to output.

Valve body - clean and valves all move freely

Pulled trans again to recheck all seals and o-rings. Replaced those on the forward clutch again. Does this air test sound acceptable before I reinstall the trans?


 
First time in installed the governor I probably overtorqued it - should I replace that too? Wondering if I could have somehow twisted or distorted the governor body.
 
Typically - in my experience - no 1st in a C4 is a governor issue. But if it wont go into 1st manually that's not likely the culprit.

Also there is an early C4 model - commonly called a green dot in the mustang world for the shifter denomination - it has a different design pattern. Quick google will explain better than I.
The C4 has a very tight shift window. I might alse check linkage to make sure you are truly getting into 1.
