registering/titling vehicle that has no paperwork at purchase

ok, so if you buy an old military vehicle from somebody that has it legally- bill of sale, only no change in title or registration- how do you, as the third purchaser register it? the guy that Im talking to says he has 'the paperwork' and he's legit, but since he never registered it, how does that work? Its a 45 GPW and Id like to get it registered/titled for a couple of reasons- mainly for parades/insurance reasons. whats the rules on this? anybody done it? horror stories? what to do when purchasing? Im sure there are no liens etc and the guy that sold it to this guy is dead/moved etc. PLEASE tell me this is possible.
 
Here's how I understand it from talking to a gal at the DMV about a very similar situation:

You have to have two bills of sale. THe one from the current "owner" to you must be notarized and he has to have one from the guy he bought it from (doesn't have to be notarized). Your insurance agent has to issue you an insurance bond for 1.5x the listed value of the vehicle (they have that number on the computer). You also have to fill out a form which is an application for a bonded title. THIS CAN HAVE NO SCRATCH-OUTS OR CORRECTIONS OF ANY KIND OR YOU WILL HAVE TO START OVER. They send the stuff off to Raleigh and if everything checks out, you will get a bonded title.

Now, all this being said, I am still on step one of this process myself.
