Im thinking of pulling the fenders and front clip on my XJ to make room for a bumper and Exo cage.

What are the rules as far as headlights and fenders and passing inspections?

i know i will have to remount, fabricate mounts for all the orange driving lights. But as far as headlights go, can i just use AUX lights, or do i have to have the factory lights still installed?
 
all I know is lights have to aimed appropriatley at inspection...I got taken for $10 because mine were "out" of adjustment, they rolled the headlight aiming box in front of my XJ. Also, if you have highbeams (not sure if they are required), you need to have the hi-beam indicator on dash.
 
I think you are right..a section previous to that requires a blue bright indicator if vehicle is equipped with high beams. i didnt think to check the statutes.

the following section, if i am reading correctly says a pair of auxillary lights may replace headlamps if they give enough light off.

GS 20-131(c) Whenever a motor vehicle is being operated upon a highway, or portion thereof, which is sufficiently lighted to reveal a person on the highway at a distance of 200 feet ahead of the vehicle, it shall be permissible to dim the headlamps or to tilt the beams downward or to substitute therefor the light from an auxiliary driving lamp or pair of such lamps, subject to the restrictions as to tilted beams and auxiliary driving lamps set forth in this section.
 
In n.c by patrol standards do have to have fenders that cover tires. Already got fine also can't go 6" above or below manufacturers specs got that fine as well
 
There is a sticky on here somewhere, if you haven't paid the fine yet, the 6" above does not apply to vehicles specially equipped for off-road use I.e. transfercase.

To the op, you need high beams, low beams, high beam indicator and amber turn signals. They are supposed to be adjustable and aimed but most places just check for the lights working.
