Nothing against building code for 2 layers, but make sure you check the shingle warranty as 2 layers often reduces or voids the warranty
It will reduce the warranty if not void it. But there is no code against it. Alot of people dont know it, but it will accually reduce your warranty to put shingles over felt. Might not believe me, but check into it. I promise you. Just make sure if you do go with 2 layers go to an 1.5 inch nail instead of 1.25 inch nail.
 
thanks its actually the people doing the apartments i like in i haven't slept in 2 weeks cuz i work nights and i was seeing because they were done and came back because the owner wanted a diff color shingle soooo... they just put those on top kinda was hoping it wasn't legal so i can stir it up when i move.
 
If you have 1/2" plywood and prefab trusses (or bulky equal) and at least a 5/12 pitch you can do 3 layers. Anything else, no more than 2. That was code 10 years ago anyways... I feel certain it still applies? 3 layers needs 2" nails.
