revolver shackle won't rotate

I removed my revolver shackles months ago. I pulled them off the shelf today to take pics to try to sell them. The rotating part of one of them will not rotate. Any ideas? I'd like to fix it if it's not too much trouble before I post them for sale.

How much are you wanting for them and will they fit an XJ?

i was thinking that the rotating part had a grease fitting, or delron or something in it to allow it to twist easier..

It does have a grease fitting. I am guessing it may be a little bit of surface rust that has gotten down in it and made it stuck. I am letting some WD-40 try to penetrate it right now.

PB blaster is great for that, loosening rusty stuff.
