Roots in plumbing

I have a concrete foundation and I’ve had a root come up around the flange of the toilet and grow around/through the flange. Specifically the slotted bolt hole. This did not damage the flange or the piping, but I need to kill the root. Hopefully without removing the flange.

What kills the roots? What can I treat it with?

This is not in the pipe. It’s coming from between flange and foundation.

Roundup? Drill into a soak if you could.
