Noticed this today both sides still have action but not sure why they sit on level ground different. Any ideas?

jack up the side with the shackle against the chassis, when the suspension is fully flexed use a prybar to hold the shackle hyperextended(like the other one) and drop the wheel back down SLOWLY. that shoudl allow them to level out. or jack up the other side and simply unlock the shackle so it collapses to the chassis

Is the problem the one agaist the frame? If so what's the best way to get it back right?

Pete, the problem is the one that is not against the frame. Looks to be the right side? I agree that the double shackle is not the best setup and would go to a single shackle that was just longer. Either way, try jacking up the side that is "inverted" as said above and pry it back out so that the first shackle will sit back against the frame!
