Now i could be wrong here.
But do the laws not say that bicycles have the first 24 inches of the road as seen from the right side of the road ? They used to pull this type of crap on my road here and i flagged them down one day and gave them all a copy of the law as it was back then , never have had a problem on this road again. Am on my phone right now so searching to see if it still is, is too much of a pain.
And i ride a road bike down here on the roads around here. I stay in the 24 inch rule as i knew it back in the year.
