Shop in N. Raleigh area for Volvo Brake problem (and any advice if you have thoughts)

Posting in general chit chat since I am primarily looking for a shop suggestion i

2018 Volvo XC90, 170K. Brake failure of some kind. A buddy lives in N. Raleigh near Hwy 98 and six forks area. Car is a regular gasser, not a hybrid or plug in EV. Apparently when you park these things there is an automatic parking brake module of some kind. He parked it today and heard a clunk. Didn't think much of it, when he got back in and put in gear he had no brake pedal. Google AI suggests an Electric Parking Brake module could be the problem. Fluids are full, no fluid leak to be seen. Pedal is very soft and doesn't pump up upon start up. Brakes used to be simple but apparently not so much now days.

Does anyone know a good shop that can diagnose properly and do the work at a fair price. Trying to avoid the dealers if possible. Also, if anyone knows a fix or diagnosis that may be simple please chime in but we assume this will require a scan tool to diagnose and properly reset with new part and isn't a shade tree amenable fix but not sure. No CEL or other warning lights.
