should i buy this welder??

I can get a miller welder model # cp 200 for $150 but he says it has a broken breaker box?? I was wondering if this is worth the money or hard to fix?

That is just a constant voltage power supply. You need to ad a wire feeder to it to weld anything. It is also 3 phase, so you cant just plug it in at your house.
