I would be interested. About the only area I can think would have sustainable snow would be in the Canaan Valley. Buddy of mine has a cabin below Seneca Rocks that seems to get decent snow pack every year.

Id be curious to know more.

Trans American Trail most likely. Heads west on as much dirt road as possible, forget the start and end points though.

Harlan KY was snowy from basically Lower Rock Garden all the way up. UTVs iced up the trails so we kept to the lower sections until I popped a side gear in my rear locker... with 3wd we then kept to the green trails I usually don't get to see.
